High Deductible Plan F is one of the most popular, if not thee most popular Medigap Plan on the senior health insurance market because it covers the maximum amount of benefits offered by Insurance Carriers. Known as the Cadillac plan, High Deductible Plan F is known for first-dollar coverage for Original Medicare Part B but only if you are lucky enough to enroll before the discontinued cut-off date of January, 1 2020. This means if you enrolled in Medicare Part B before year 2020, you still actually have the option to enroll in High Deductible Plan F via the grandfathered clause. According to Investopedia, first dollar coverage, ‘…is an insurance policy feature that provides full coverage for the entire value of a loss without a deductible’ (Investopedia, First Dollar). Basically, High Deductible Plan F pays for 100% of the Part B Deductible of Original Medicare Insurance.

Why is Medigap High Deductible Plan F going away in 2020?

High Deductible Plan F is going away because congress noticed an issue with both patient care providers and patients ‘misusing’ the government based insurance. As one could imagine, an unrestricted use of medical care without cost to patients increases its unnecessary usage while incentivising doctors to bill Medicare for more services rendered. Furthermore, congress issued, H.R.2 – Medicare Access and CHIP Reauthorization Act of 2015 to curb the expense. That is the basic explanation why High Deductible Plan F is phased out in 2020.

But wait…although, Medicare Advantage Plans are appealing based on price, they can also come with a few Medicare pitfalls that may have you reconsider the real ‘advantage’. For example;

Starting January 1, 2020, Medigap plans for seniors new to Medicare will not be able to cover the Part B deductible. As such, Plans C & F will no longer be available to new Medicare enrollees on or after January 1, 2020.

How does Medigap High Deductible Plan F work with Medicare Part D prescription drug coverage?

Since High Deductible Plan F is compatible with Original Medicare, enrollees who choose this plan will also need to enroll separately in a Part D drug plan. Enrollees have a guaranteed eligibility for a Part D plan when they enroll in Plan D (on-time). It’s best to avoid the Part D Enrollment Penalty by enrolling during your initial enrollment period (also known as, IEP). How does High Deductible Plan F work with a Health Savings Account (HSA)?

As with all Medigap Plans, Medigap High Deductible Plan F is not considered a qualified expense to pay out of your Health Savings Account (HSA). However, your HSA can pay for Medicare Parts A, B, C & D. Once enrolled in Medicare, enrollees are no longer able to contribute to their Health Savings Account. However, the funds can be used to pay for qualified Medicare costs stated above. If one postpones Medicare enrollment they may still contribute to their Health Savings but enrolling late will also be subject to a Medicare Late Enrollment Penalty which is a percentage increase of costs per year.
